Career Summary- Professor Reg Coutts
Career History (focus on University period)
While this career history covers the 17 years in Telstra till 1993 when Professor
Coutts joined the University, these last 10 years in the University sector are
summarised in more detail.
Telstra
Dr Coutts joined the Telecom (now Telstra) Research Laboratories in 1976 in Melbourne
as a research engineer after completing his postgraduate studies. From 1976 to
1988 he led research teams first building a pioneering group into digital microwave
systems and later into the emerging mobile communication technologies of the mid
1980's. In 1982 he became Head of the Radio and Satellite Systems Section in its
Research Laboratories. From this date on he deepened his involvement in the broader
telecommunications industry issues eventually being seconded to the Australian
Science and Technology Council (ASTEC) in 1984 to assist in their review of Research
and Development in Telecommunications in Australia.
Highlights of this 12 years in the Telstra Research Laboratories are:
- Dr Coutts led the research team that undertake comprehensive field trials
of high capacity digital radio microwave systems including extensive data acquisition
capabilities. The measured results supported a new link planning method which
was published in international conferences in 1983 and 1984. This new approach
was taken up within the Telstra design methodologies.
- In 1984, Dr Coutts was seconded to the Federal Government review by the Australian
Science and Technology Council (ASTEC) into the state of research and development
in telecommunications and its impact on Australia's competitive industry
position.
- As head of the Section, Dr Coutts transitioned the expertise of the section
from digital radio to the study of future digital mobile technology which lead
to Dr Coutts participating in the first meeting in Canada by the ITU in 1986 to
consider a third generation mobile technology now referred to “3G”.
This involvement in this development by ITU continued up to 1992 where spectrum
was designated for this new technology.
In July 1988, Coutts joined the commercial arm of Telecom Australia at the
formation of the Mobile Communications Business Unit where he was charged with
responsibility for steering the technology and regulatory direction of the business.
In this capacity he directed the deregulatory process underway to minimise the
erosion of business in the emerging competition environment. To this end he became
actively involved in the development of the new competitive, regulatory framework,
especially for the Mobile Communications Industry in Australia. Coutts had responsibility
for negotiations with Government on spectrum issues, with the industry regulator
Austel on competition issues and managing overall business development including
research and development. In 1993, the Mobiles Business Unit R&D budget alone
was in excess of $11 million.
Highlights of this 5 years in the new Telstra business unit are:
- As National Manager of Strategy for the mobile business unit in 1988, Dr Coutts
developed the strategy for Telstra to the new industry regulator Austel in its
review of the need for mobile competition so as to maximise the business position
of Telstra.
- As National Manager of Strategy and Business Development, Dr Coutts and his
team managed the $11 million R&D budget to unpin the development of competitive
advantage for the business. During this time, several new businesses including
the current GSM network were launched and a number of innovative service features
were made available.
This involvement at the leading edge of the unfolding innovating IT&T technologies
has placed Coutts at the centre of telecommunications industry development both
nationally and internationally for the better part of 20 years. Consequently he
built a unique network of R&D and industry leaders both in Australia and overseas.
Internationally Dr. Coutts participated in the International Telecommunications
Union – the international standards organisation and as Chaired its Working
Group for a Third Generation Mobile Technologies standards known as FPLMTS or
IMT2000.
These several roles across the industry, government policy and technical innovation
has given him wide management experience and the acquisition of strong people
and political skills very useful in isolating areas of disputation and building
consensus.
The University of Adelaide
In 1993 Coutts was appointed to the foundation Chair of Telecommunications. Professor
Coutts also was Director of a new centre, the Centre for Telecommunications Information
Networking (CTIN) at the University of Adelaide. CTIN had to be fully financially
self supporting within 5 years. Under Professor Coutts, CTIN achieved this goal
and the Centre became a key centre for research, training and business consultancy
in telecommunications in Australia and the region. Its scope covered wireless
technologies, regulatory issues and the global wireless communications market
where the strategy was to link specific technical research with economic/marketing
factors as they might impact industry structure and business competitiveness.
In addition, Professor Coutts was continuing as Director CTIN lead a number of
broader initiatives to build the Universities links to industry and Government.
While CTIN was closed in May 2002 with the industry down-turn, it provided the
basis for expansion of the ICT expertise which has been integrated into the University.
Highlights of the over 10 years with the University are:
- The successful establishment of a new centre CTIN which was unique in the
country in that it was fully industry supported and was built with no foundation
grant developing its client base on the east coast of Australian overseas. In
addition to the contract research, business consultancy and training done in the
centre, a number of initiatives in the application of social science were supported
and a myriad of both graduate students were supported at CTIN.
- In 1997, Professor Coutts was the foundation Director of the Institute for
Information Technology and Telecommunications (IITT) with the aim to build stronger
links across all the IT&T groups in the University including Computer Science,
Electrical Engineering and the Teletraffic Research Centre associated with Applied
Mathematics. From 1998 there has been significant expansion of IT expertise in
the University with the appointment of 2 new Professors (including Professor Lang
White) and several other academic and contract staff. This research is now done
within the Centre for Internet Research (CIR) incorporating the new Convergence
Research Group.
- In 1999, Professor Coutts assisted the introduction of a new innovative postgraduate
program for the education of graduate students across many disciplines in the
process of commercialisation launching Master of Science and Technology Commercialisation
(MSTC) in 2000 after a successful pilot the previous year. Professor Coutts has
been instrumental in developing this program as Chair of the Board of Studies.
The program was developed at the University of Adelaide in partnership with IC2
at the University of Texas, Austin. This is core component of the Education Centre
for Innovation and Commercialisation (www.ecic.adelaide.edu.au ).
- As part of the support from the State Government for new Chairs in IT, the
South Australian Consortium for IT&T (SACITT) was formed based on collaboration
between all 3 Universities in South Australia and Professor Coutts represented
the University of Adelaide. SACITT has gone on to over see major initiatives such
as the CEI program for graduate education with DSTO.
- In 2000, Professor Coutts developed the participation of Adelaide University
in a new Cooperative Research Centre (CRC) called the Smart Internet Technology
CRC (www.smartinternet.com.au ). This CRC now sponsors a number of research projects
within the University conducted in CIR and TRC.
- In 2001 Professor Coutts on behalf of the University Adelaide worked with
Professor Mike Miller of University of South Australia to build the broad industry
/ University consortium to win Government funding to establish the m.Net Corporation
(www.mnetcorpration.com ) “3G wireless precinct” in Adelaide to develop
wireless internet applications. As well as sponsoring contract research, m.Net
has been sponsoring undergraduate projects on applications.
- In late 2001, Professor Coutts on behalf of SACITT, chaired the South Australian
bid for a stake in the Federal Government's proposed ICT Centre of Excellence
with the strategy for an “ICT Cluster” called Innovation Lab Australia
(ILA). While ILA was not successful in being part of NICTA , the bid that won
the Federal Government support, the University of Adelaide has been working with
DSTO against this back drop and will have the first NICTA fellow from 2003 (Professor
Lang White).
Since May 2002 to November 2003, Professor Coutts while continuing to contribute
to the Electrical & Electronic Engineering School, he is Associate Dean Industry
Linkages of the Faculty of Engineering, Mathematical and Computer Sciences. He
is also Coordinator for the Smart Internet Technology CRC and Director, Technology
Strategy for m.Net Corporation as an in-kind contribution.
In summary, Professor Coutts as well as building an industry supported research
Centre CTIN which was recognised in the national industry scene, Professor Coutts
built on this base to enable the University to expand its core academic expertise
in relevant ICT disciplines. While CTIN closed in 2002 with industry down turn,
the University is now well placed with its new expertise and its involvement in
m.Net, SACITT, the Internet CRC and ILA to take advantage of the return of the
ICT sector in 2003/2004.
Professor Coutts is internationally recognised for his contributions to the
telecommunications industry particularly in the field of mobile communications
from bringing both a business and academic perspective. This recognition is evidenced
by ongoing requests for him to give papers at international industry and academic
seminars and to take up consultancies in America, Europe and South East Asia.
Services to Government and the Industry
Since being at the University, Professor Coutts has built up consultancy experience
with key ones being:
- Advised the Federal Government in 1997 at the time of the introduction of
the new 1997 Telecommunications Act on how to introduce greater competition into
the mobile sector consistent with the Act.
- With the team at CTIN advised the regulator the ACCC in 1998 on the technical
aspects on inter-carrier roaming under consideration for Government intervention.
- With his team at CTIN and an external partner developed a delivered a course
for the technical regular the ACA to assist their staff in understanding the industry
dynamics of telecommunications deregulation.
- Partnering with an external legal firm, developed and delivered a training
program for the regulator in South Africa (SATRA) in 1999 with respect to their
regime for expanding mobile competition. This training program was supported by
both AusAid and Telstra.
- The developed expertise of CTIN was of particular value to new market entrant
companies such as Optus, One.Tel, Vodafone, Ericsson and Hutchison where advice
on issues included technology, regulatory and market structure.
- More recently, Professor Coutts has been engaged by international telecommunication
companies because of his unique experience and expertise to assist in patent disputes
in North America and the UK.
Services to the University
Areas where Professor Coutts has made a contribution to the University of Adelaide
are:
- The University is a stakeholder of the Advanced Engineering Centre for training
in IT&T (AITEC). Professor Coutts was Chairman of the AITEC Curriculum Committee,
member of the AITEC Board of Studies and also the AITEC Board of Directors.
- Member of the Department of EEE and has made significant contributions to
strategic change in the Department.
- Member of the University ARC Small Grants Selection Panel in 1996.
- In 1996 member of the University Review Committee constituted to review the
Computer Science Department.
- In 1996, a member of the “Centres Review” Working Party established
by the Academic Board.
- Member of the Information Technology and Information Services Strategy Advisory
Committee (ITISSAC) established by the Academic Board in 1996.
- Member of the Faculty Boards of Engineering and Mathematical Sciences
- Member of the Engineering Faculty Advisory Committee
- Member of the informal University IT&T Steering Group which oversaw the
development of several new IT&T related degree courses including the BE (IT&T)
degree.
- Under direction from the SPRI Council, working with Scott Gillespie of the
MFP, developed a strategic options paper for SPRI which called for winding up
of the current model and relaunching a new Centre of IT&T in South Australia.
- Member of the Academic Board of the University from 1996 to 1999.
- Convenor of a Working Group established by the Academic Board to consider
“Teaching More Efficiently”
- Director of the Institute of Information Technology and Telecommunications
(IITT) from 1997 until it ceased in 2001.
- Member of the Executive group responsible for initiating and running the
Master of Science and Commercialisation course in conjunction with the University
of Texas, Austin Texas and was Chairman of its Board of Studies. The established
and well recognised course is now part of the Education Centre for Innovation

Crippled Children's Association (CCA) to train people with physical disabilities
for work in the industry.
- Chairman of the South Australian committee and Director on the national Board
of the Telecommunications Society of Australia (TSA).
- Member of the South Australian Governments Working Party on IT Consulting
Services and member of the Telecommunications Expert Group of the IT Council of
South Australia.
- Member of the working group of the Prime Minister's Science and Engineering
Council (PMSEC) on telecommunications in 1997
- Member representing the University of Adelaide of the Board for IT week in
South Australia sponsored by EDS.
